  一、 教育效力质量体系及其特点

  各类院校或培训中心的教育效力质量体系是实施教育质量管理所需的组织结构、顺序、进程和资源。任何一个院校或培训中心,要树立教育效力质量体系,首先要树立一个科学、合理、精干、高效的组织结构,制定文件化的教育顺序,完善有效的教育进程网络和师资、设备、仪器等资源。由于一切的教育活动都是经过进程来完成的,因此,在识别教育与培训需求到评定这些需求能否失掉满足的各阶段教学义务中,影响教育质量的相互作用活动的概念方式,即教育效力质量环的确定,成为谋划教育效力质量体系,尤其是适用于院校或培训中心内部管理化教育质量管理体系的首要成果。

  依据院校与培训中心的理论,参照国际效力质量管理标准的准绳,我们可以编制出教育效力质量环。

  教育效力质量体系具有下列四个特点:

  (1) 院校或培训中心的“产品”是先生或学员。
( 1) university or training center "product" is the student or trainee.
  无论什么院校或培训单位,都是教育效力组织,其产品普通是其提供的知识和效力。但是,先生或学员既是知识的接受者,又是教育效力的对象,因此,某种意义上可以说,先生或学员就是院校和培训中心的“产品”。
