　　一、咨询的目的和范围
One, consulting the purpose and scope
　　1．甲方为提高质量管理水平，树立健全质量管理体系，获得质量管理体系认证证书，特约请乙方为其中止质量管理体系认证咨询（以下简称为咨询）效力。
1 party to improve quality level of management, establish a sound quality management system, quality management system certification, invite Party B for its quality management system certification (hereinafter referred to as the consulting ) services.

　　二、树立质量管理体系选用的质量保证方式标准为：GB／T19001-2000-ISO9001：2000标准。

　　三、甲方责任
In three, the party responsible
　　1．最高指点者亲身布置、指挥、监视此项义务的展开；

　　2．积极为乙方提供企业的与质量有关的管理和技术资料；
2 positive for Party B to provide enterprises with the quality of the management and technical data;
　　3．提供咨询所需的义务环境和必备的生活及物质条件；

　　4．指定一名管理者代表专门担任质量管理体系树立的管理义务，并抽调适当的管理人员和技术人员成立质量管理体系办公室树立文件编写小组；

　　5．积极协助和支持乙方的各项咨询义务，按咨询方案和要求展开义务。

　　四、乙方责任
In four, the responsibility of Party B
　　1．依据GB／T19000-ISO9000系列标准要求，结合甲方的理论情况，指点甲方树立健全质量管理体系，其中包括：
1 on the basis of GB / T19000-ISO9000 series of standards, according to Party A 's actual situation, to guide party set up a sound quality management system, including the:
　　a）指点甲方制定树立质量管理体系义务的方案。
A ) to guide Party formulate the establishment of quality management system planning.
　　b）对甲方有关人员中止GB／T19000-ISO9000系列标准的宣贯培训、内审员的培训、质量管理体系文件编写培训。
B ) to party a relevant personnel in GB / T19000-ISO9000 series of standards implementation training, auditor training, the quality management system documentation training.
　　c）指点甲方编写质量手册和质量管理体系顺序文件，确保文件契合GB／T19001-ISO9001：2000标准要求，并中止审改、定稿。
C ) to guide Party to prepare the quality manual and quality management system procedures, to ensure that documents in accordance with GB / T19001-ISO9001 : 2000 standard requirements, and conduct the trial, finalized.
　　d）指点甲方完善有关支持性文件。
D ) to guide Party improving relevant supporting documents.
　　e）指点甲方制定质量管理体系试运转方案并指点实施。
E ) to guide Party formulate quality management system commissioning plan and supervise the implementation.
　　f）指点并参与甲方中止的内部质量管理体系审核和管理评审，指出存在的成果，提出改进建议。
F ) guidance and participate in the party 's internal quality management system audit and management review, point out the problem of existence, put forward to improve a proposal.
　　2．派专家到甲方现场指点树立并完善质量管理体系；
2 a field guide to send experts to establish and perfect the quality management system;
　　3．指点甲方按质量管理体系文件要务虚施，使质量管理体系有效运转；
Guide to 3 party according to the quality management system documentation requirements for implementation, so that the effective operation of the quality management system;
　　4．在甲方恳求认证审核行停止契合性审核，以使甲方的质量管理体系抵达标准要求，具有获得认证的条件；
4 party certification audit in the application before the compliance audit, in order to keep party a quality management system to meet the standard requirement, have certified conditions;
