食品质量与安全的概念
Food quality and safety concepts
  食品安全是指食物有损于消费者健康的急性或慢性危害。食品安全问题没有协商的余地。
Food security refers to the food is detrimental to the health of consumers of acute or chronic hazard. Food safety problem has no room for negotiation.
食品质量则涉及对消费者而言的其它性状,即食品的使用价值,有正面的性状,如风味、颜色、质地等,也有负面性状,如腐败性、变色、变味等。

明确区分食品质量与食品安全涉及到相关政策的制定,以及食品管理体系的内容和构架。

  食品控制被定义为强化国家或地方当局对消费者利益的保护,确保所有食品在生产、加工、贮藏、运输及销售过程中是安全的、健康的、宜于人类消费的一种强制性的规则行为,同时符合安全及质量的要求,以及依照法规所述诚实、准确地予以标注。
