　　随着社会经济的不断发展，通信技术的不断革新，百姓的需求越来越个性化，为满足日益增长的呼叫量，114台于1996年，完成了系统第二次升级，增加了东单、北太平庄两个话务现场，坐席增加至200余席，数据库资料达到135万。为不断规范服务，114台于2000年于全国率先引入ISO9000质量管理体系认证，使得114的各项服务指标不断规范，服务水平得到了进一步提升。
