　　统一食品安全管理体系表明，从农田到餐桌食品链上多个机构有效合作的愿望和决心是正确的，典型的统一食品安全管理体系组织机构应在4个层次上运作。
Unified food safety management system shows that, from farm to table food chain more effective cooperation mechanism of desire and determination is correct, the typical uniform food safety management system organization should operate on 4 levels.
　　第一层次：政策制定，风险评估及管理，标准和规章制订；

　　在对国家食品管理机构进行改革时，有些政府希望建立一个自主的国家级食品管理机构，负责第一层次和第二层次的问题，保留原来多元化的管理机构设置，由其负责第三和第四层次的问题。
