各省、自治区、直辖市和新疆生产建设兵团机关事务管理局，北京市、西藏自治区发展改革委，青海省经信委，中央国家机关各部门节能管理部门：

为推动各级公共机构加强节能管理，挖掘节能潜力，我们组织编制了《公共机构能源管理体系操作手册》(以下简称《手册》)，现予发布。
To promote public institutions at all levels to strengthen energy conservation management, and tap the potential of energy conservation, we organized the preparation of the "public institutions energy management system operating manual" (hereinafter referred to as the "manual"), is now released.
各级公共机构节能主管部门要积极组织各级公共机构参照《手册》内容和所附案例，了解能源管理体系的建设理念、建设程序和具体要求，结合各单位能源使用特点，将持续改进的理念融入到日常节能管理工作之中，提高本单位节能管理水平;指导有条件的公共机构按照国家标准要求，参照《手册》内容，逐步建立和实施能源管理体系，实现能源管理工作的科学化、规范化、精细化，不断提高能源利用效率。
Public institutions at all levels departments in charge of energy to actively organize public institutions at all levels to refer to the handbook and the accompanying case, the understanding of the energy management system construction concept, construction procedures and specific requirements, combined with the unit energy use characteristics, will continue to improve the concept into to, often energy-saving management work, improve the level of energy-saving management of the unit; guidance conditional public institutions in accordance with the national standard requirements, refer to the contents of the Handbook, and gradually establish and implement an energy management system, to achieve energy management of the work of the scientific, standardized, fine, and constantly improve the energy utilization efficiency.
