  社会责任国际标准体系(Social Accountability 8000 International standard,简称SA8000) 是一种基于国际劳工组织宪章(ILO宪章)、联合国儿童权利公约、世界人权宣言而制定的,以保护劳动环境和条件、劳工权利等为主要内容的管理标准体系。

  1997年,总部设在美国的社会责任国际组织(SC1:Social Accountability International)发起并联合欧美跨国公司和其他国际组织,制定了SA8000社会责任国际标准,它是全球首个道德规范国际标准。其宗旨是确保供应商所供应的产品,皆符合社会责任标准的要求。SA8000标准适用于世界各地、任何行业、不同规模的公司。其依据与ISO9000质量管理体系ISO14000环境管理体系一样,是一套可被第三方认证机构审核之国际标准。

  SA8000颁布后,在国际社会尤其是西方发达国家很快获得了广泛支持。—些大的购销商都极力促使此标准的实施,国际知名的认证机构,如SGS、BVQX、DNV、UL、ITS等,已向CEPAA提出申请,正式开展SA8000认证业务。

  SA8000作为社会责任方面的一个认证体系,不仅明确了社会责任规范,而且也提出了相应的管理体系要求。将社会责任和企业管理结合起来,在一定程度上可以规范组织尤其是企业的道德行为,有助于改善劳动条件,保障劳工权益。尽管SA8000的宗旨是好的,但是在关税和一般非关税壁垒不断被削减的今天,非常容易被贸易保护主义者所利用,成为限制发展中国家劳动密集型产品出口的有力工具。实际上,某些贸易保护主义者已与人权组织联手,以SA8000的名义,对发展中国家的纺织品服装、鞋类、玩具及皮制品、小家电等行业的出口进行全方位的限制。如近期国外一些人权机构经常借此对进口商施加压力,要求其进口获得SA8000认证的企业生产的产品;还有一些社会团体也要求限制进口达不到劳工标准要求的企业所生产的产品。我国作为纺织品服装、玩具、鞋类等劳动密集型产品的生产大国,经济发展水平低,对劳工的保护虽已开始并做了很多工作,但由于起步较晚,与发达国家相差较大,对大多数企业来说,一旦被要求实施SA8000,则原有的竞争优势将大打折扣或者不复存在。
