QS认证如何确定企业是否具备出厂检验能力
QS certification to determine whether the enterprise has the factory inspection ability
判定企业是否具备出厂检验能力,应当按照《实施细则》的规定，对企业的出厂检验制度、人员素质、实验室的环境条件、仪器设备、检验记录等进行检查，企业应当满足下列各项要求：
Judge an enterprise to whether have the factory inspection ability, should be in accordance with the" rules for the implementation of the provisions of enterprises", the factory inspection system, the quality of personnel, laboratory environmental conditions, equipment, inspection records for inspection, the enterprise shall meet the following requirements:
1．有独立行使产品质量检验并具有质量否决权的检验机构；

2．检验机构有健全的产品质量管理制度，包括岗位质量规范、质量责任以及相应的考核办法；
2 inspection agency has a sound product quality management system, including the quality standards for jobs, the quality responsibility and corresponding assessment methods;
3．检验机构具有相关产品技术标准要求的检验仪器和设备，能满足规定的精度、检测范围要求，且经过计量检定合格并在有效期内；
3 inspection agency has related products technical standard testing instruments and equipment, can meet the required precision, detection range, and after a metrological verification and within the period of validity;
4．检验机构有满足检验工作需要的员工数量，检验人员熟悉标准，经培训考核合格；

5．能科学、公正、准确、及时提供检验报告，出具产品质量检验合格证明。

符合以上要求并可以完成全部出厂检验项目的企业，可以确定为企业具备出厂检验能力。如果有一项或一项以上的检验项目不能检验，则该厂不具备自行出厂检验能力。
