　　黎友焕说，由于SA8000不是国际标准，因此就没有与各国包括我国政府建立对话的基础和平台，在它成为国际标准之前，我国政府不会承认SA8000。这就决定了境外机构在我国直接开展SA8000认证和咨询的经营活动不可能合法。
