由于消费者和公众的压力,面对日益激烈的市场竞争,很多欧美跨国公司都制定了各自社会责任守则,同时,一些行业性的、地区性的、全国性的乃至全球性的行业组织和非政府组织也制定了各不相同的守则。据ILO统计,这样的守则已经超过400种。跨国公司一方面要推广本公司的社会责任守则,同时,它还要遵守行业性的、地区性的、全国性的乃至全球性的守则,以应对不同利益相关者团体的需要。同样,对于一家供应商和制造商,它不得不应对不同客户的可能各不相同的守则,不得不重复接受不同客户的工厂检查,我国有些工厂一年之内接受超过15次不同客户检查。由于不同的守则内容可能各不相同,定义各不相同,缺少可比性,也缺少专业的审核员,零售商、供应商和工厂不得不花费大量的人力、物力和财力用于守则的实施,公众和消费者对跨国公司这种缺乏透明度的监督制度也很不满意。公司和消费者都希望制定一个类似ISO9000的标准的、全球通用的社会责任标准,同时建立一套独立的认证认可机制。
