安全生产规章制度建立的原则

1）必须坚持“安全第一、预防为主、综合治理”的原则

2）主要负责人原则：建立健全本单位安全生产责任制，组织制订本单位安全生产规章制度和操作规程，是主要负责人的职责。

3）系统性原则：生产经营单位安全生产规章制度的建立，应按照安全系统工程的原理，涵盖生产经营的全过程、全员、全方位。
