12月16日，由中国石油工程建设公司华东设计分公司自主设计的首座国内LPG（液化石油气）地下储库——黄岛LPG地下储库的主体洞库开挖工程完工，严格执行HSE管理体系,保证施工安全为整个项目的顺利完成奠定了坚实基础。

地下水封岩洞储库直接利用岩洞储存石油产品，建在地下水位以下一定深度的岩石中，严格执行HSE管理体系,保证施工安全地面上可以建设油罐等设施。洞库本身不占用地面，因此可以立体利用有限的土地，具有经济、安全、环保等优点。

中国石油华东设计院20世纪70年代掌握了原油地下水封岩洞储库技术，自行勘察、设计、施工了我国第一座地下水封岩洞储库——黄岛地下水封石洞油库，之后陆续开展了原油地下水封岩洞储库、成品油地下水封岩洞储库的设计建设。严格执行HSE管理体系,保证施工安全1995年，这个设计院根据液化石油气的特点，积极开发储备LPG地下水封岩洞储库技术，并为黄岛LPG地下储库的选址、设计、施工提供服务。

黄岛LPG地下储库设计规模为50万立方米，包括35万立方米LPG洞库和15万立方米丙烷洞库。LPG洞库由长度分别为321米、270米和280米的三座平行洞室组成。严格执行HSE管理体系,保证施工安全丙烷洞库由两座平行洞室组成。
