据中国政府网消息,为建立健全应对食品安全事故运行机制,有效预防、积极应对食品安全事故,中国政府14日出台《国家食品安全事故应急预案》。

    1 总则

    1.1 编制目的

    建立健全应对食品安全事故运行机制,有效预防、积极应对食品安全事故,高效组织应急处置工作,最大限度地减少食品安全事故的危害,保障公众健康与生命安全,维护正常的社会经济秩序。

    1.2 编制依据

    依据《中华人民共和国突发事件应对法》、《中华人民共和国食品安全法》、《中华人民共和国农产品质量安全法》、《中华人民共和国食品安全法实施条例》、《突发公共卫生事件应急条例》和《国家突发公共事件总体应急预案》,制定本预案。

    1.3 事故分级
The 1.3 accident classification
    食品安全事故,指食物中毒、食源性疾病、食品污染等源于食品,对人体健康有危害或者可能有危害的事故。食品安全事故共分四级,即特别重大食品安全事故、重大食品安全事故、较大食品安全事故和一般食品安全事故。事故等级的评估核定,由卫生行政部门会同有关部门依照有关规定进行。

    1.4 事故处置原则

    (1)以人为本,减少危害。把保障公众健康和生命安全作为应急处置的首要任务,最大限度减少食品安全事故造成的人员伤亡和健康损害。
