以“依靠地方、联合部门、抓住企业、监管产品”为主要内容的“大质量工作机制”促进了质检部门对外拓展融合，推动全社会质量工作形成合力。而HACCP则为官方和企业之间建立了一道桥梁，为官方监管提供了文件依据。在一些部门各自为政，缺乏配合的情况下，大质量工作机制的建立和完善，将成为企业HACCP体系有效运行的保证。

“大质量工作机制”强调“抓住企业”，充分发挥企业产品质量安全的主体作用，引导企业牢固树立质量第一的理念，严格遵守质量安全法律法规，自觉做到诚信自律、守法生产，实现全员、全过程、全方位质量管理。这一点与HACCP的要求是完全一致的。HACCP的实施，客观上让企业意识到自己是质量安全的第一责任人，让他们相信，通过建立科学的HACCP体系，自己能够将危害最大限度地控制在加工过程中。而对于官方而言，HACCP体系的建立和有效实施使监管不再流于形式，通过查阅企业HACCP记录，就可以及时掌握企业危害控制情况并加以指导。因此，可以这样讲，HACCP的建立和实施是官方“抓住企业”的有效手段，是大质量工作机制在企业监管中的具体运用。
