扩大“良好农业规范”认证16家企业获得GAP认证证书

山东检验检疫局采取有效措施，近日顺利完成了部分出口企业的“良好农业规范”（GAP）认证工作。据悉，自2006年6月全国首张CHINA GAP认证证书落户山东以来，先后有16家企业获得GAP认证证书，24家企业与山东检验检疫系统认证机构完成了签约。

　　据介绍，“良好农业规范”（简称GAP）是指在农业生产过程中建立规范的生产经营体系，保证农产品产量和质量安全，更好地配置资源，寻求农业生产和环境保护之间的平衡，实现农业可持续发展的综合性管理措施。目前，发达国家为保证农业和农村可持续发展，纷纷制定了本国相关规范标准或法规。为建立我国良好农业规范国家标准体系，促进我国农业综合生产能力的提高，实现农业可持续性发展，国家标准委、国家认监委于2005年12月先后发布了《良好农业规范》系列国家标准和相关实施规则（简称CHINA GAP）。

　　山东作为农业生产大省，推行良好农业规范对保证农业和农村的可持续性发展意义重大。据了解，2006年，山东检验检疫局按照国家认监委、国家标准委关于开展良好农业规范认证试点的有关要求，积极运用认证认可和标准化等手段，认真做好农产品和食品质量安全工作，积极推进辖区内农业生产经营管理的规模化、集约化、标准化，为提高本地区农业综合生产能力和市场竞争力，促进辖区农产品和食品的出口做出积极努力。

　　山东检验检疫局有关负责人提醒企业，GAP认证对基地肥料、水质、土壤和农药管理的要求比一般基地高，对企业来说一次性投资大，生产成本高，在短期内经济效益会有一定影响。建议开始时认证范围和品种循序渐进，不要过大。同时，目前相关部门、企业和检验检疫部门一线人员的GAP知识培训还不到位，也需要增加相应培训，以便对企业进行有效的指导和监管。
