　　农产品食品安全问题与广大人民群众日常生活、身体健康和生命安全休戚相关，党中央、国务院高度重视，确定2006年为“食品安全年”，2007年为“农村食品市场整顿年”。今年4月23日，中共中央政治局第41次集体学习时，胡锦涛总书记以对人民群众高度负责的精神，就做好农业标准化和食品安全工作做出了重要指示。建设社会主义新农村，产业发展是根本。淳化作为一个果业大县，如何在巩固现有面积的基础上，不断提升果业生产品质，挖掘果业增收潜力，是摆在全县人民面前的一个重要课题，也是县委、县政府一直所关注的热点。胡总书记关于农业标准化的重要讲话精神，为淳化县发展果业生产指明了方向，也坚定了发展果业标准化生产的信心和决心。多年来，淳化县苹果产业始终占据着县域经济的半壁江山，实施优质苹果标准化生产有着明显的优势。一是从上世纪五十年代淳化县引进栽植第一株苹果树开始，苹果生产在淳化经历了50年的生产历史，并不断发展壮大。多年的实践中，全县80%以上的果农已经熟练掌握“优果工程”关键技术；县乡果业服务体系日臻健全，拥有各类技术服务站20个，技术人员300多名，为实施优质苹果标准化生产奠定了坚实的群众基础和技术基础。二是淳化县地处渭北旱塬沟壑区南缘，独特的气候条件，加上广大果农辛勤劳作，所产苹果质脆肉细、汁多味浓，品质极佳，“淳华”牌红富士曾两度被中国果品流通协会授予“中华名果”称号。苹果已远销东南亚、欧洲和北美等地，具有很高的国内、国际知名度和市场占有率，为实施苹果标准化生产提供了可靠的市场基础。三是目前淳化县人均达到2亩果，全县直接或间接参与运输、营销中介、包装材料经销和苹果包装的从业人员达到4万多人，全县社会总产值的53%来源于果业产业收入。实施果业标准化生产，成为做大做强农村主导产业、促进农民持续增收的必然选择。四是去年以来，县委、县政府审时度势，在新阶段作出科学决策，提出了建设果业强县的宏伟目标。把推行苹果标准化生产作为提升全县果园综合管理水平的重点，强力推行“四项”关键技术，积极推广“果、畜、草、沼、窖”五配套生态果园管理模式。到2010年，全县“四项”关键技术及苹果标准化生产技术普及率达到100%，为实施优质苹果标准化生产，实现淳化果业的可持续健康发展提供了坚强的政策保障。五是各级党政组织和业务部门对推行标准化生产工作目标一致。实施良好农业规范是国际通行的从生产源头加强农产品和食品质量安全控制的有效途径，是确保农产品和质量安全工作的前提保障。目前，良好农业规范已在越来越多的国家和地区推广应用，在国际贸易中起到作用也日益显著。国家认监委已就中国良好农业规范认证结果与国际组织互认方面做了大量卓有成效的工作，取得了阶段性成果。在国务院办公厅下发的《2006年全国食品安全专项整治行动方案》中，确定在全国18个省、直辖市的286个单位中先行试点，开展良好农业规范和认证单位创建活动。今年以来，省果业管理局、市委、市政府及市农业局领导先后来淳化县进行调研和检查指导，提出淳化的果业标准化要先行一步，努力打造全省全国的精品，为带动陕西建立大规模出口基地树立样板。特别是陕西出入境检验检疫局立足陕西实际，从改善陕西苹果出口现状，提高鲜果出口综合竞争能力入手，从标准化生产的基础工作抓起，把淳化作为扶持的重点，与淳化县紧密配合，心往一处想，劲往一处使，群策群力，步调一致。上半年，检验检疫局领导多次会同中国质量认证中心及西北质量认证中心专家来淳现场指导，召开良好农业规范认证协调会，研究部署苹果标准化生产实施工作，对淳化县提出了很好的指导性意见。良好的内部条件和外部环境，坚定了实施中国良好农业规范，通过良好农业规范认证，规范果业生产经营管理行为，实现对生产全过程的质量控制，加速全县果业标准化进程的信心。因此，在实施优质苹果标准化生产基地认证准备工作过程中，淳化县认真贯彻落实胡锦涛总书记“没有农业标准化，就没有农业现代化，就没有食品安全保障”的重要讲话精神，始终把解决各级领导干部和广大农民群众思想认识摆在突出地位，把全民推行优质苹果标准化生产的积极性、主动性统一到对当前淳化县实施苹果标准化生产优势的认识上来。以此为基础，在全县择优确定了3006亩管理水平高、经济效益好的果园作为示范基地，严格按照中国良好农业规范操作规程实施标准化管理，强化教育与行政引导并重，一级抓一级，一级带一级，以点带面、示范全县，迅速形成了全县范围内狠抓苹果标准化生产的热潮。
