1、申请和受理：

①企业在省政务中心质监窗口向省级许可证办公室提出申请。

2、企业生产条件审查

①按照《中华人民共和国工业产品生产许可证管理条例》要求，由国务院工业产品生产许可证主管部门或者省、自治区、直辖市工业产品生产许可证主管部门应当自受理企业申请之日起30日内（不包括产品检测时间）将对企业实地核查的结果书面告知企业。

3、产品抽样与检验

①对于企业生产条件审查合格的企业，审查组在现场审查同时，按照产品《实施细则》的要求抽样并封样。

①由审查部或省级许可证办公室审查汇总企业取证材料，并报送全国许可证审查中心。

由省级许可证办公室组织企业生产条件审查的，省级许可证办公室应当自受理企业申请之日起30日内（不包括产品检测时间）将申报材料报送审查部审查部应当自受理企业申请之日起40日内将申报材料汇总，并报送全国许可证审查中心；由审查部审查负责审查的，审查部应当自受理之日起40日内将申报材料汇总，并报送全国许可证审查中心。
