企业工业生产许可证办理程序
Industrial production permit procedures
（一）提交申请
( a ) to submit the application
企业持申报材料，到当地省级质量技术监督局大厅窗口提交办理生产许可证申请。
The enterprise holds to declare material, to the local provincial quality and Technical Supervision Bureau hall window submission for production license application.
（二）受理
( two) acceptance
工业产品生产许可证办公室对企业申报材料进行审查核实，于5日内作出是否受理的决定，对符合申报条件的开具《受理通知书》。
Industrial products production permit office to the enterprise declare examine and verify, in 5 days to decide whether to accept, to meet the application requirements issued a" Notice of acceptance".
对不符合受理条件的，提出补正意见并将申请材料予以退回，按要求补正后可再次提出申请。
Does not meet the conditions for acceptance, put forward correction advice and return the application materials shall be returned according to requirements, after correction may file an application again.
（三）生产条件审查
( three) to produce a condition to examine
对属于省审查部组织审查的，省审查部自受理后30日内安排现场审查；
Belonging to the province examination department organization review, review of acceptance within 30 days after the on-site review;
对属于国家产品审查部组织审查的，产品审查部自接到省生产许可证办公室转交材料后2个月内安排现场审查。
Belonging to the national product review department organization review, product review department from the provincial Office of the production license to transmit materials within 2 month after the on-site review.
（四）产品抽样检验
( four) product sampling inspection
对企业生产条件现场审查合格的，由审查组进行产品抽样；
On the condition of production of company of on-site review of qualified, product sampling by review group;
企业将样品送交全国工业产品生产许可证办公室授权的检测机构进行产品质量检验。
Enterprise samples will be submitted to the national industrial products production permit office authorized testing organizations for product quality inspection.
（五）审批发证
( five) approval certification
对企业生产条件审查和产品质量检验均合格的，经国家质量监督检验检疫总局批准，颁发工业产品生产许可证证书。
On the review of enterprise production conditions and product quality inspection are qualified, through the national quality supervision and inspection and quarantine approval, issued by industrial products production license certificate.
获证企业凭介绍信到省质量技术监督局大厅窗口领取生产许可证。
The enterprise with a letter of introduction to the province of quality and Technical Supervision Bureau hall window to receive the production license.
