国家质检总局近日发布实施了全国首个食品质量安全监管法规，即《食品生产加工企业质量安全监督管理办法》，规定了 Q S制度（食品质量安全市场准入制度）的4方面内容，这标志着 Q S制度全面实施。办法规定了吊销企业食品生产许可证的11种违规情况。这是记者昨天从广州市质监局获悉的。

　　《办法》明确的食品质量安全市场准入制度4项主要内容包括：一是企业生产条件审查；二是未经检验或检验不合格的食品不得出厂销售；三是检验合格出厂销售的食品必须由企业加贴食品质量安全市场准入标志；四是质监部门将对食品质量安全进行监督检查。
