国家质检总局近日发布实施了全国首个食品质量安全监管法规,即《食品生产加工企业质量安全监督管理办法》,规定了 Q S制度(食品质量安全市场准入制度)的4方面内容,这标志着 Q S制度全面实施。办法规定了吊销企业食品生产许可证的11种违规情况。这是记者昨天从广州市质监局获悉的。

《办法》明确的食品质量安全市场准入制度4项主要内容包括:一是企业生产条件审查;二是未经检验或检验不合格的食品不得出厂销售;三是检验合格出厂销售的食品必须由企业加贴食品质量安全市场准入标志;四是质监部门将对食品质量安全进行监督检查。

同时,企业领取了食品生产许可证也不是一劳永逸。首先,许可证有效期不超过5年,每年要年审;其次,企业的生产条件或名称发生重大变化,或开发生产新种类食品的,应在变化发生后的3个月内提出食品生产许可证变更申请。对于消费者来说,除了识别包装上的 Q S标志,还要注意包装上的许可证编号。

为了严格 Q S制度,从事企业必备条件审查工作的审查人员必须具有大专以上学历或者具有中级以上专业技术职务任职资格,经培训考核合格后方可工作;食品检验人员应当具有规定的学历或者具有初级专业技术职务任职资格,从事过食品检验或者相关专业的检验工作,并经考核合格方可承担食品质量检验工作。国家质检总局对审查人员和检验人员的资格实行注册管理。

11种情况可吊销生产许可证

1.未按规定在食品包装上标明生产许可证编号和加印(贴) Q S标志;
