1993年10月在上海召开的第二次全国工业污染防治会议上，国务院、国家经贸委及国家环保总局的领导提出清洁生产的重要意义和作用，明确了清洁生产在我国工业污染防治中的地位。

　　1994年3月，国务院常务会议讨论通过了《中国21世纪议程——中国21世纪人口、环境与发展白皮书》，专门设立了“开展清洁生产和生产绿色产品”这一领域。1996年8月，国务院颁布了《关于环境保护若干问题的决定》，明确规定所有大、中、小型新建、扩建、改建和技术改造项目，要提高技术起点，采用能耗物耗小、污染物排放量少的清洁生产工艺。 1997年4月，国家环保总局制定并发布了《关于推行清洁生产的若干意见》要求地方环境保护主管部门将清洁生产纳入已有的环境管理政策中，以便更深入地促进清洁生产。为指导企业开展清洁生产工作，国家环保总局还会同有关工业部门编制了《企业清洁生产审计手册》以及啤酒、造纸、有机化工、电镀、纺织等行业的清洁生产审计指南。

　　1999年5月，国家经贸委发布了《关于实施清洁生产示范试点的通知》，选择北京、上海等10个试点城市和石化、冶金等5个试点行业开展清洁生产示范和试点。与此同时，陕西、辽宁、江苏、山西、沈阳等许多省市也制订和颁布了地方性的清洁生产政策和法规。1996年陕西省环保局和省经贸委联合下发了《关于积极推行清洁生产的若干意见》，提出将部分排污费返回给企业开展清洁生产审计；1997年辽宁省政府制定了《关于环境保护若干问题的决定》，明确指出各地区要将排污收费总额的10%以上用于清洁生产试点示范工程。沈阳市、本溪市政府也都制定了相应的清洁生产政策。1999年江苏省出台了《关于加快清洁生产步伐的若干意见》，从支持立项审批、加大资金扶持力度、信贷支持、科研推广扶持等10个方面制定了具体的优惠、扶持政策。2000年山西省人大批准颁布了《太原市清洁生产条例》。
