国资委近日发布的《中央企业负责人经营业绩考核暂行办法》(以下简称《暂行办法》)规定，对于任期经营业绩考核结果为D级和E级的中央企业负责人，根据考核分数扣减延期绩效薪金。中央企业负责人经营业绩考核实行年度考核与任期考核相结合、结果考核与过程评价相统一、考核结果与奖惩相挂钩的制度。年度经营业绩考核和任期经营业绩考核采取由国资委主任或其授权代表与企业负责人签订经营业绩责任书的方式。

《暂行办法》规定，年度经营业绩考核指标包括基本指标与分类指标。基本指标包括利润总额和经济增加值。分类指标由国资委根据企业所处行业特点和功能定位，针对企业管理“短板”，综合考虑企业经营管理水平及风险控制能力等因素确定。
