ISO24221:2024《铁路应用 制动系统 通用要求》正式发布
近日,国际标准化组织(ISO)发布《铁路应用 制动系统 通用要求》(ISO 24221:2024),这是由国家铁路局组织、我国主持制定的机车车辆制动领域首项国际标准,我国铁路标准国际化工作取得新突破。
Recently, the International Organization for Standardization (ISO) released the General Requirements for Railway Application Braking Systems (ISO 24221:2024), which is the first international standard in the field of locomotive and vehicle braking organized by the National Railway Administration and led by China. The internationalization of China's railway standards has achieved a new breakthrough.
 
新发布的国际标准《铁路应用 制动系统 通用要求》(ISO24221:2024)是机车车辆制动领域的顶层系统级标准,主要规定了制动系统的设计、通用安全性、制动控制、防滑保护、轮轨黏着、救援制动等方面的技术要求,涵盖动车组、机车、客车、货车以及城市轨道交通车辆等,适用于轨道交通机车车辆制动系统的设计、制造、使用等全生命周期。
The newly released international standard "General Requirements for Railway Application Braking Systems" (ISO24221:2024) is the top-level system level standard in the field of locomotive and vehicle braking, mainly stipulating the technical requirements for the design, general safety, braking control, anti-skid protection, wheel rail adhesion, rescue braking, etc. of braking systems, covering high-speed trains, locomotives, passenger cars, freight cars, and urban rail transit vehicles, etc. It is applicable to the entire life cycle of the design, manufacturing, and use of braking systems for rail transit locomotives and vehicles.
该标准融合了欧洲、日本等国家标准,纳入了国际上广泛采用的间接制动控制、直通电空制动控制技术,增加了列车管定压限值、直接制动施加缓解时间、紧急制动减压量等中国特色技术,为提高机车车辆制动能力、保障铁路运输安全提供了技术支撑,填补了机车车辆制动领域顶层系统级标准的空白。
This standard integrates national standards from Europe, Japan, and other countries, incorporating widely used indirect brake control and direct electric air brake control technologies internationally. It also adds Chinese characteristic technologies such as train pressure limit, direct brake application and release time, and emergency brake pressure reduction. It provides technical support for improving locomotive and vehicle braking capabilities and ensuring railway transportation safety, filling the gap in top-level system level standards in the field of locomotive and vehicle braking.
该标准由我国主持,组织德国、法国、美国、英国、日本、韩国等12个国家的53名专家,历时4年多,召开了50余次工作组会议,共同完成编制工作。
This standard was chaired by China and organized by 53 experts from 12 countries, including Germany, France, the United States, the United Kingdom, Japan, and South Korea. Over a period of more than 4 years, more than 50 working group meetings were held to jointly complete the preparation work.

ISO is one of the largest and most authoritative international standards organizations in the world, and the Technical Committee for Railway Applications of the International Organization for Standardization (ISO/TC269) is the only technical committee established by ISO in the field of rail transit.
近年来,在国家铁路局的精心组织和铁路相关单位的全力支持下,我国已成为ISO/TC269中最活跃和最有影响力的国家之一。我国专家承担了机车车辆分技术委员会(ISO/TC269/SC2)主席职位,并承担了基础设施分技术委员会(ISO/TC269/SC1)轮值秘书处(轮值期为3年)。
In recent years, with the careful organization of the National Railway Administration and the full support of railway related units, China has become one of the most active and influential countries in ISO/TC269. Our country's experts have taken on the position of Chairman of the Technical Committee on Locomotives and Rolling Stock (ISO/TC269/SC2) and have also taken on the rotating secretariat of the Technical Committee on Infrastructure (ISO/TC269/SC1) for a period of 3 years.
截至目前,ISO/TC269现行国际标准35项,其中我国主持了6项,占比17%,并参与了其余29项标准的编制工作;目前ISO/TC269在编国际标准28项,其中我国主持7项,占比25%,并参与其余21项在编标准的制定工作,实现了国际标准全覆盖。
As of now, there are 35 current international standards for ISO/TC269, of which China has presided over 6, accounting for 17%, and participated in the preparation of the remaining 29 standards; At present, ISO/TC269 is compiling 28 international standards, of which China is in charge of 7, accounting for 25%, and has participated in the formulation of the remaining 21 standards, achieving full coverage of international standards.
