为提高统计队伍素质，增强质量统计与分析工作能力，提高质检系统质量统计与分析质量水平，2012年度质检系统质量统计与分析培训班于10月17日至19日在天宝会议中心举办。质检总局总工程师刘卓慧出席开班仪式，并作重要讲话。来自各直属检验检疫局，各省（自治区、直辖市）、新疆生产建设兵团、计划单列市、副省级城市质量技术监督局，标准委，总局有关司局和相关直属单位的82名学员参加了培训。

刘卓慧指出，质量统计与分析作为国家经济社会发展统计的组成部分，是质检系统提高部门履职能力，更好地服务社会经济健康发展的重要基础性工作，总局领导对此高度重视。虽然质检系统统计分析工作起步较晚、基础较差，但在全系统的共同努力下，在法规制定、制度建设、指标构建等方面，成效显著。2012年2月国务院颁布的《质量发展纲要》明确提出，探索建立以产品质量合格率、质量损失率等为主体的质量指标体系，建立健全质量工作绩效考核评价体系，推动建立地方政府质量工作绩效考核制度。这对质检统计分析工作提出了更高的要求，在建立能够真实反映产品质量状况指标体系的同时，必须充分运用统计数据进行分析、评价。

刘卓慧强调，统计分析是一门学问，应用于我们工作、生活的方方面面，但统计分析工作费时、费力，很辛苦，技术要求也比较高，要做好不容易。希望学员们干一行，爱一行，练就一套好的学习方法，培养一个好的学习兴趣，养成一个好的工作习惯，并充分利用培训班这个平台，相互交流，提高业务能力，取得更大成绩，为质检系统统计与分析工作的发展建功立业。
