 应用于企业的IS09000族质量标准体系,近年来在我国已经逐渐向教育领域渗透,一些学校或教育机构也相继通过了质量认证。这套体系在学校的设立,的确对学校的管理起到了相当大的促进作用。一些校长认为,有了这套体系的运行,由于强调责任层层到人,学校管理的功能得到加强,校长从日常琐事中解放出来,学校面貌焕然一新。而一些学校则更是以通过了质量体系认证作为学校的一个亮点。

 尽管如此,教育领域内的质量认证一直处于无序、自发的状态。不过,有一点是值得深思的,那就是,企业质量体系标准应用于学校是否合适?我们是否应该拥有一个自己的教育标准?教育界对此也开始了思考。一些有识之士认为,“教育标准是一个国家非常重要的教育制度之一,是一种根本性的教育规范。从一定意义上说,教育标准的建立和形成,是一个国家教育体制成熟和完善的重要标志,而一个国家教育标准的水平,实际上也反映了一个国家教育发展的水平”。①况且,在经济全球化的背景之下,教育要面向世界不断发展,也只有在建立并完善了自己的教育标准体系的情况下才有可能。教育领域自发应用IS09000族质量标准体系的情况,恰恰说明了在我国建立一套自己的教育标准的迫切性。有鉴于此,教育部有关领导对此给予了极大的关注,原教育部副部长王湛于2001年12月27日作出批示,请中央教育科学研究所对:IS09000族质量标准体系应用于教育的情况进行专题研究并提出相应的意见。为此,中央教育科学研究所组成了专门的研究队伍对这一问题展开研究。经过研究小组近半年的资料查阅、实地调研、专题研讨,最终形成了一份由吴霓博士执笔的提交给教育部的意见报告。

       后记        山东省昌乐二中是全国教育科学“十五”规划教育部规划课题“学校管理引入IS09000族质量认证体系标准的研究”实验基地。自2002年2月起,在校长赵丰平的带领下,开始着手在学校管理中引入ISO管理理念,同年5月进入文件法规的制定阶段,9月份举行了IS09000质量管理认证体系中学版文件发布会,同时宣告IS09000族质量管理体系的正式运行。至此一个运用于企业质量管理体系的标准,开始具体运用于学校管理的操作实践。

 在3年多的实验中,昌乐二中取得了惊人的发展,学校的教职员工队伍扩大了一倍,原有的教师团队凝聚力增强,而且在文化上迅速同化新员工。3年来,学校连续名列潍坊市所有高中之首。在2004年1658名高考考生中,有1189名考生被各类本科院校录取;2005年1996名考生中,1429名被各类本科院校录取;2006年2700名考生中,2300名被各类本科院校录取;2007年本科上线1661人,其中文理重点本科上线536人,占全县重点本科总上线人数的57%,再次以优异的成绩夺得全县第一,并稳居潍坊市前列。是什么支撑了山东省昌乐二中的持续、高效、健康的发展?赵丰平校长认为,“是IS()9000族质量管理体系为学校的裂变式健康、可持续发展注入了核动力”。昌乐二中在引入IS09000族质量认证体系之初,主要是想通过科学先进的制度来规范全体教职员工的行为,后来在贯彻。IS09000族标准的过程中,逐渐产生了新的认识,并由此带来学校办学理念的根本性改变:即学校的产品不是学生,而是学校的领导、教职员工向学生、学生家长和社会提供的优质服务。这一理念的形成以及持续、积极的深入践行,使得学校教育、教学、科研、行政、后勤工作基本实现了“凡事有准则、凡事有落实、凡事有检查”,学校教职员工也大大增强了服务意识,建立起了以平等、伙伴、宽容和关爱为基础的新型师生关系。昌乐二中的实践说明,先进适用的管理工具没有行业界限。在IS09000族标准的框架下,许多原有的教育理念切实接受着国际化标准的考验,并在科学可控程序下逐步变为教师的行动,进而形成新的理念。
