GB / T 50430-2007: 10 quality management standard of construction project quality management

10.1  一般规定

10.1 general provisions

10.1.1    施工企业应建立并实施工程项目施工质量管理制度，对工程项目施工质量管理策划、施工设计、施工准备、施工质量和服务予以控制。

10.1.1 construction enterprise shall establish and implement the construction project quality management system, the construction project quality management planning, construction design, construction preparation, construction quality and service to control.

10.1.2    施工企业应对项目经理部的施工质量管理进行监督、指导、检查和考核。

10.2  策划

10.2.1    施工企业项目经理部应负责工程项目施工质量管理。项目经理部的机构设置和人员配备应满足质量管理的需要。

10.2.2    项目经理部应按规定接收设计文件，参加图纸会审和设计交底并超消费结果进行确认。

10.2.3    施工企业应按照规定的职责实施工程项目质量管理策划，包括：

10.2.4    施工企业应将工程项目质量管理策划的结果形成文件并在实施前批准。策划的结果应按规定得到发包方或监理方的认可。

10.2.5    施工企业应工程项目质量管理策划的结果实行动态管理，及时调整相关文件并监督实施。

10.3  施工设计

10.3.1    施工企业进行施工设计时，应明确职责，策划并实施施工设计的管理。施工企业应对其委托的施工设计活动进行控制。
