GB / T 50430-2007 quality management standard: 9 subcontract management

9.1  一般规定

9.1 general provisions

9.1.1        施工企业应建立并实施分包管理制度，明确各管理层次和部门在分包管理活动中的职责和权限，对分包方实施管理。

9.1.1 construction enterprise shall establish and implement the subcontract management system, clear the various management levels and departments in the subcontract management activities of the duties and authority, subcontracting party management.

9.1.2        施工企业应对分包工程承担相关责任。

9.1.2 construction enterprises to deal with the subcontract works bear the relevant responsibility.

9.2  分包方的选择和分包合同

9.2 subcontractor party choice and subcontracts

9.2.1        施工企业应按照管理制度中规定的标准和评价办法，根据所需分包内容的要求，经评价依法选择合适的分包方，并保存评价和选择分包方的记录。对分包方的评价内容应包括：

9.2.1 construction enterprise should be in accordance with the management system of standards and evaluation methods, depending on the desired package content, the evaluation shall select appropriate sub-contracting party, and the preservation of the evaluation and selection of subcontractor party record. Subcontractor side of the evaluation should include:

1        经营许可和资质证明；

1 business license and qualification certificate;

2        专业能力；

2 professional ability;

3        人员结构和素质；

3 personnel structure and quality;

4        机具装备；

Machinery and equipment 4;

5        技术、质量、安全、施工管理的保证能力；

5 technical, quality, safety, construction management to guarantee ability;

6        工程业绩和信誉。

9.2.2        施工企业应按照总承包合同的约定，依法订立分包合同。

9.3  分包项目实施过程的控制

9.3 subcontractor project implementation process control

9.3.1        施工企业应在分包项目实施前对从事分包的有关人员进行分包工程施工或服务要求的交底，审核批准分包方编制的施工或服务方案，并据此对分包方的施工或服务条件进行确认和验证，包括：

9.3.1 construction enterprise should to subcontracting project implementation of relevant personnel engaged in subcontract subcontract construction or service request clarification, approved subcontractor side prepared construction or service scheme, and accordingly the subcontractor to Party construction or service conditions for validation and verification, including:

1        确认分包方从业人员的资格与能力；

1 confirmed subcontracting party practitioners qualification and ability;

2        验证分包方的主要材料、设备和设施。

9.3.2        施工企业对项目分包管理活动的监督和指导应符合分包管理制度的规定和分包合同的内容的约定。施工企业应对分包方的施工和服务过程进行控制，包括：

1        对分包方的施工和服务活动进行监督检查，发现问题及时提出整改要求并跟踪复查；

2        依据规定的步骤和标准对分包项目进行验收。

9.3.3        施工企业应对分包方的履约情况进行评价并保存记录，作为重新评价、选择分包方和改进分包管理工作的依据。
