GB / T 50430-2007 quality management standard: 4 organizational structure and responsibilities

4.1  一般规定

4.1 General Provisions

4.1.1        施工企业应明确质量管理体系的组织机构，配备相应质量管理人员，规定相应的职责和权限并形成文件。

4.1.1 construction enterprises should determine whether the quality management system of the organization, with the corresponding quality management personnel, the provisions of the corresponding duties and powers and document.

4.2  组织机构

4.2.1        施工企业应根据质量管理的需要，明确管理层次，设置相应的部门和岗位。

4.2.2        施工企业应在各管理层次中明确质量管理的组织协调部门或岗位，并规定其职责和权限。

4.3  职责和权限

4.3.1        施工企业最高管理者在质量管理方面的职责和权限应包括：

4.3.2        施工企业应规定各级专职质量管理部门和岗位的职责和权限，形成文件并传递到各管理层次。

4.3.3        施工企业应规定其他相关职能部门和岗位的质量管理职责和权限，形成文件并传递到各管理层次。

4.3.4        施工企业应以文件的形式公布组织机构的变化和职责的调整，并对相关的文件进行更改。
