3.1 一般规定

3.1.1        施工企业应结合自身特点和质量管理需要，建立质量管理体系并形成文件。

3.2.1        施工企业应制定质量方针。质量方针应与施工企业的经营管理方针相适应，体现施工企业的质量管理宗旨和方向。包括：
