一般情况下，把职业健康安全管理体系文件分为三各层次：管理手册(第一层)、程序文件(第二层)、作业文件(第三层)。

第一层根据OHSMS标准和制定的OHS管理方针、目标来描述OHSMS体系。

The first level describes OHSMS system according to OHSMS standards and OHS management policies and objectives.

第二层描述实施体系要素所涉及的各个职能部门的活动。

The second level describes the activities of various functional departments involved in the implementation of system elements.

第三层详细的工作文件(表格、作业、指导书、安全操作规程等)。

The third level of detailed work documents (forms, operations, instructions, safety operation procedures, etc.).
