　　实验室资质认定（计量认证）是指由政府计量行政部门对第三方产品合格认证机构或其他技术机构的检定、测试能力和可靠性的认证。根据《中华人民共和国计量法》第二十二条、《中华人民共和国计量法实施细则》第七章和《产品质量检验机构计量认证管理办法》中的规定，为社会提供公证数据的产品质量检验机构或其他技术机构，必须经省级以上政府计量行政部门对其计量检定、测试能力和可靠性考核合格，取得计量认证合格证书。这里所称的“公证数据”，是指面向社会从事检测工作的技术机构为他人决定、仲裁、裁决所出具的可引起一定法律后果的数据，即除了具有真实性和科学性外，还具有合法性。在《中华人民共和国计量法实施细则》第三十二、三十三、三十四、三十五、三十六条中进一步明确规定：计量认证是对检测机构的法制性强制考核，是政府权威部门对检测机构进行规定类型检测所给予的正式承认。由于在《中华人民共和国计量法实施细则》中将这种考核称为“计量认证”，于是“计量认证”的名称沿用至今。
