　　3月25日，沈阳经济技术开发区环保局对区域内的一家食品生产环保不合格企业进行了查封，下达了限期整改通知书。今年以来，铁西区已对十多个企业下达了限期整改的“通牒”，并将20多个拟入区但因环评不合格的企业拒之门外。

　　今年以来，铁西区为保持全区经济又好又快发展，提高环境质量，构建和谐型、生态型园区，以科学发展观为指导，坚持控制总量、削减存量的总体原则，以实施污染治理项目为主线，以政绩考核、信息公开为保障，严格控制主要污染物排放总量。对目前单台容量65吨以上工业锅炉的除尘脱硫设施进行改造，并逐步安装烟气在线监控设备。改造工程主要将目前不能达到稳定脱硫的一体式脱硫除尘设施改造为旋流板塔、筛网塔、筛板塔、鼓泡塔等高效稳定脱硫除尘器的麻石磨脱硫除尘器。同时，新建项目对脱硫除尘设施严格把关，其中对新建集中供热锅炉鼓励使用国家推广的循环硫化床锅炉，要求必须配备安装四电场以上静电除尘装置，鼓励选用高效布袋除尘器或静电布袋一体化的除尘设施，同时选用炉内喷钙法的脱硫工艺，脱硫效率不低于70%。

　　目前，开发区建有日处理量达15万吨的污水处理厂，区域内所有生产、生活用水统一排入污水处理厂集中处理，污水处理率达100%；供热由开发区实行统一集中供热，减少面源污染，拆除临时性锅炉542家，减少二氧化硫排放量3338吨/年、烟尘排放量2628吨/年，推广地源热泵应用技术面积303万平方米；同时，在企业内开展清洁生产审核和ISO14000认证工作，要求企业采用清洁生产工艺，调整能源结构，改变原有末端环保管理方式，强化源头管理，实现可持续发展；对于新建项目，严把项目审批关，拒绝重污染企业和落后生产能力、落后生产技术企业进区，优化项目组成，合理进行产业布局，满足区域总体规划。

　　同时，铁西区倡导企业自主创新，对于符合节能减排的项目给予政策和资金支持。如沈阳经济技术开发区热电有限公司完成冷凝器循环水低真空供暖改造项目，通过项目实施，年节约标准煤21279吨，二氧化硫减排量219.5吨/年，烟尘减排量100吨/年，被国家发改委列为节能技术改造财政奖励项目；沈阳石蜡化工有限公司通过采用水煤浆技术替代燃煤锅炉，年节约标准煤52795吨，被国家发改委列为节能技术改造财政奖励项目；沈阳鼓风机（集团）有限公司完成的污水治理工程，处理效果达到中水回用标准，减排化学需氧量60吨，被列入沈阳市污染减排示范工程。
