为贯彻《中华人民共和国环境保护法》和《中华人民共和国清洁生产促进法》，保护环境，为酒精制造业开展清洁生产提供技术支持和导向，制定本标准。

本标准规定了在达到国家和地方环境保护标准的基础上，根据当前的行业技术、装备水平和管理水平，酒精制造企业清洁生产的一般要求。

本标准分为三级，

本标准将适时修订。本标准规定了酒精制造业清洁生产的一般要求。本标准将清洁生产标准指标分成五类，即生产工艺与装备要求、资源能源利用指标、污染物产生指标（末端处理前）、废物回收利用指标和环境管理要求。
