2013年12月29日，中国海洋石油总公司伊拉克公司总经理段成刚和副总经理余静收到一封由米桑石油公司副总经理、米桑南部油田群联合管理委员会主席贾米尔·侯赛因签署的函件，被要求中断所有与Hermic公司的活动。而Hermic公司是由原中石油干部控制的油田服务公司，此前，Hermic公司刚刚从中海油米桑项目拿到服务分包合同。
