《２０１３中国中小城市绿皮书》发布会暨中小城市新型城镇化座谈会２１日在京举行。绿皮书认为，推进中国特色社会主义新型城镇化建设，要以人口城镇化为核心，以制度创新为保障，贯彻生态文明理念，构建合理科学的城市格局，全面提升城镇化质量，走集约智能、低碳绿色、城乡一体、四化协同的城镇化道路。

绿皮书同时指出，体制机制创新不够，经济结构不合理，资源利用方式粗放，生产要素聚集困难，城镇体系不合理，城镇化进程中各方利益冲突严重，社会不稳定因素增加等，是中小城市走新型城镇化道路面临的主要障碍和问题。

与会专家学者和来自部分中小城市的代表在座谈中认为，加快中小城市新型城镇化建设，应创新城镇化的相关体制机制，深化户籍制度改革，加大对中小城市建设发展的财税支持力度，推动优质公共资源在不同城市、不同区域之间的均衡配置；坚持产业先行，建立产业园区城区化模式；推进信息化与城镇化相互融合，优化城市布局，加快发展信息产业，建设智慧城市；坚持速度与质量并重，做到城市设计有机化、紧凑化，合理规划城市基础设施和公共服务；强化城市管理，大力发展县域经济；实施多元化的农地征用补偿政策，让农民分享城镇化带来的成果，继续推进社会主义新农村建设和新型农村社区发展。
