“具有中国特色的认证认可优良实践对世界认证认可工作作出了杰出贡献。”6月5日，国家认监委国际合作部主任、国际标准化组织合格评定委员会主席顾问团（ISO/CASCO/CPC）成员薄昱民在接受采访时表示，在对口参加国际合格评定活动中，应按照国际规则做好中国合格评定活动的顶层设计，走中国特色的认证认可发展之路。

问：众所周知，ISO是目前世界上最大、最有权威性的国际标准化专门机构，而您所任职的ISO/CASCO在ISO家庭中既是政策制定委员会又是技术委员会，请您谈一谈它的主要职能是什么？在促进世界贸易发展中发挥了怎样的作用？

薄昱民：ISO/CASCO的主要活动是研究合格评定政策，制定合格评定国际标准类文件，推动国际标准的广泛采用和以国际标准为基础的合格评定结果的广泛接受和承认，支持世界贸易组织消除技术贸易壁垒。ISO/CASCO前身是ISO/CERTICO（国际标准化组织认证委员会），成立于1970年。随着认证活动的发展，ISO意识到认证委员会不能覆盖符合性评价活动，即于1985年更名为合格评定委员会即CASCO。1997年，ISO理事会授权CASCO制定合格评定标准。CASCO现有成员120个，其中全权成员73个、观察员47个，是国际上合格评定领域的政策制定者、也是标准规则起草者，是合格评定制度的顶层设计机构。
Bo Yumin: ISO/CASCO's main activity is to study the conformity assessment policy, making conformity assessment international standard document, promote the international standard and international standard as the basis of the results of conformity assessment is widely accepted and recognized, in support of the world trade organization to eliminate technical barriers to trade. ISO/CASCO is a former ISO/CERTICO (Certification Committee of the international organization for Standardization), founded in 1970. With the development of certification activities, ISO recognized certification committee cannot cover the conformity assessment activities, namely, in 1985 changed its name to the Committee on conformity assessment CASCO. In 1997, ISO Council authorized CASCO to develop criteria for the assessment of conformity. CASCO has 120 members, including 73 full members, observers, 47, is the international conformity assessment areas of policy makers, but also the standard rules were drafted, top-level design agency conformity assessment system.
CASCO对促进世界贸易的贡献，可以概括为3个方面：一是按照TBT原则起草国际标准和文件，推广合格评定优良实践；二是配合WTO有效消除技术贸易壁垒倡议，为推广使用供方自我声明、采信认可的合格评定结果、建立广泛的合格评定国际互认体系等目标制定相关国际标准；三是为发展中国家国际合格评定能力建设提供支持，其中，在推进合格评定国际互认方面取得了突出成绩。如依据CASCO标准和指南所建立的国际电工委员会（IEC）三大认证互认体系等；对支持自由贸易区建设、区域经济贸易联盟建立等起到了基础作用，如欧盟统一的CE指令制度、我国与新西兰签订的电子电器合格评定互认协定等。
CASCO to promote world trade contribution, can be summarized into 3 aspects: one is the drafting of international standards and documents in accordance with the principle of TBT, promotion conformity assessment of good practice; two is WTO with the effective elimination of technical barriers to trade initiative, the formulation of relevant international standards to promote the use of the self declaration of conformity assessment, results, adoption of accreditation of the establishment of a wide range of conformity assessment of international mutual recognition system goal; three is for developing international conformity assessment capacity building support, wherein, has made outstanding achievements in promoting the international mutual recognition of conformity assessment. The International Electrotechnical Commission as according to CASCO standards and guidelines established by the (IEC) three certification recognition system; support for free trade area construction, the establishment of regional economic and trade union plays a basic role, such as electronic appliances the EU CE directive system, China and New Zealand signed a mutual recognition agreement for the assessment of conformity.
问：今年是国家认监委成立12周年，您代表中方持续参与ISO/CASCO的相关活动，请介绍一下近年来我国参与其中取得哪些成果？

薄昱民：国家认监委成立前我国每年参与ISO/CASCO活动的专家仅有3~5人，目前我国年度参与的专家已达到20多人次。我国已经连续3届担任CPC常任成员，且在CPC、STAR（战略与监管联盟）均有代表参与。在参与程度上也愈发深入，包括CASCO标准指南的制定、政策的研究、研讨会的组织等。2002年9月，我国成立了全国认证认可标准化技术委员会（以下简称SAC/TC261），作为ISO/CASCO的国内对口单位，根据CASCO工作规划建立专家工作组并选派专家实质性参与CASCO的工作。目前CASCO开展活动的技术工作组有8个，其中有1个由我国代表担任共同召集人，这有助于进一步提升我国在国际认证认可领域的发言权，也体现了ISO/CASCO和国际同行对我国认证认可地位和作用的肯定和重视。
Bo Yumin: the CNCA before the establishment of China's annual participation in ISO/CASCO activities of the experts only 3~5 people, experts at present our country annual participation has reached more than 20 people. China has 3 consecutive session as the CPC permanent members, and in the CPC, STAR (strategy and regulation are represented in the League). In the degree of participation has also become more deeply, including CASCO standard guidelines, policy research, seminar organization etc.. In 2002 September, China established the national certification and accreditation Standardization Technical Committee (hereinafter referred to as SAC/TC261), as the ISO/CASCO of domestic counterparts, according to the established working group of experts on CASCO work plan and sent experts to substantive participation in the work of CASCO. At present, the technical working group CASCO campaign has 8, 1 of them by the Chinese representative as co-convenor, which helps to further improve China's voice in the international certification and accreditation field, but also reflects the ISO/CASCO and international counterparts and role of China Certification and accreditation status recognition and attention.
我个人的体会是，这些年来中国的地位越来越重要，在CASCO的影响力越来越大。我在ISO/CASCO中主要参与CPC的工作。近年来CPC历经两次改选，中国都无可争议地保有席位。在一些重要活动中，都非常重视中国方面的意见。实践证明，具有中国特色的集中统一的认证认可制度，优化了质量治理结构，解决了行政执法缺少评价手段以及标准不一、重复评价、效率低下等问题，兑现了我国入世承诺。这种统一管理的有效性逐步显现，现在国际上已经开始研究借鉴我们的模式。今年10月份中国要承办CASCO第29届年会，这也体现了CASCO对中国的信任，也标志着中国地位的提升。
My personal experience is, these years more and more important role in China, in CASCO more influential. I mainly participate in the work of CPC ISO/CASCO. Practice has proved, the centralized and unified with Chinese characteristics of the certification and accreditation system, optimize the quality of governance structure, to solve the lack of evaluation methods and standards of administrative law enforcement, not a repeat evaluation, the problems such as low efficiency, to honor our WTO commitments. The validity of this unified management gradually, now the international research has begun to learn from our model. In October this year, China will host the twenty-ninth annual meeting of CASCO, which also reflects CASCO's trust in China, also marks China's ascension.
问：支树平局长指出，认证认可是中国特色质检工作体系的重要组成部分，要坚持既抓当前又抓长远，在完善中国特色质检工作体系的框架下，完善制度、凸显作用，坚定走中国特色质检工作之路。请结合您从事的工作谈谈您对此的理解？

薄昱民：走中国特色的认证认可发展之路，如果让我来解读其中含义，就是按照国际标准和规则建立完善本国的认证认可体系，但其运行方式及其保障机制要结合本国的具体情况设定和调整。认证认可及合格评定规则必须是国际化的，在规则方面不能打折扣，只有遵循国际规则才能实现
