　　CNAS有关负责人表示，强化认可约束机制，有利于提高认可有效性。如：分级管理的实施，促进了认证机构的良性发展和持续改进，认证机构自律能力进一步加强，认可风险进一步降低。2012年，CNAS对多家违规实验室进行了暂停/撤销认可资格或警告处置，收效明显。

　　为提高认可有效性，2013年，在完善约束机制方面，将深化风险分级管理，修订管理办法；扩大确认审核范围；完善重大事故跟踪核查机制；进一步加大非例行专项监督力度，完善认可业务领域应急处理机制。加强投诉的调查处理，进一步发挥投诉处理的监督作用。

　　记者从会上获悉，2013年，CNAS将进一步规范资质认定技术评价的流程，强化技术要求和时限控制；做好CCC指定认证机构、实验室的专项监督检查，配合进一步深化和完善CCC行政监管与认可监督的联动机制，协助开展指定机构的分类管理研究以及CCC认证质量定量评分试点；配合全面组织开展食品、农产品认证机构专项监督检查，加大对有机产品、HACCP等认证领域行政监管力度，确保“出口备案注册采信HACCP（危害分析与关键控制点）第三方认证”的顺利实施。

　　以国际认可论坛（IAF）为例。目前，IAF成员已增至91个，互认协议签约认可机构达55个。眼下，IAF正在积极推进人员认证、食品安全管理体系、信息安全管理体系、医疗器械质量管理体系等新领域互认制度的建立。在IAF互认制度中，由CNAS承担开发的IAF跨境认可活动数据库计划于今年3月投入使用。
