以质量文化建设为主题的国家质检总局今年第五次“质检大讲堂”暨第六次党组中心组（扩大）学习在京举行。会议邀请武汉大学历史学院教授、博士生导师、中国德国史研究会副会长李工真作了题为《中德质量文化比较及启示》的讲座。国家质检总局党组成员、副局长刘平均主持学习活动，党组成员、副局长孙大伟，党组成员、纪检组组长王炜出席。国家质检总局机关和国家认监委、国家标准委全体干部，在京直属挂靠单位领导班子成员参加了学习活动。

    刘平均表示，虽然目前我国已经成为世界第二经济大国，但还远不是经济强国，而实现经济强国的目标，质量是关键。国家质检总局会同15个部门共同研究制定并经国务院批准发布的《质量发展纲要》，确定了以建设质量强国为核心的指导思想，就是要进一步提高我国总体质量水平，2020年达到中等发达国家水平；就是要实施品牌战略，提高我国优质品牌在国际市场的竞争力，走出一条以质量强国为基础、实现经济强国的成功之路。

    刘平均说，目前，质量安全已成为全球共同面临的课题，质量诚信、质量文化、优质品牌是世界各国共同追求的目标。我国质量意识与发达国家的主要差距就是质量诚信问题，质量不诚信是质量安全的最大隐患。国家质检总局负责的质量诚信体系建设是质量文化的重要基础，由37个部门共同研究制定并组织实施的质量发展纲要2012年行动计划，把建设中小学质量教育实践示范基地作为重点措施，经过3年的努力，我国将有3000个示范基地，每个县都要有1个至2个示范基地，质量意识从娃娃抓起，牢固树立质量第一的观念，不断提高全民质量文化水平，为建设质量强国打牢思想文化基础。

    讲座中，李工真教授从德意志人的质量观，讲到对我国质量文化建设的启示，从理论到实践介绍了德国质量文化对德国经济发展、德国现代化的推动作用，并从比较学的角度对中国质量文化建设工作提出了意见。
