贯彻落实：目前，认监委与25个国家和地区的36个政府及有关的协会、认证认可机构签署了82份协议类文件，其中合作协议和谅解备忘录42份；我国已加入或跟踪了19个认证认可国际或区域组织，全方位签署了8个国际检测认证多边互认体系，以及4个国际认可多边互认协议。

第一，要借鉴国际经验，保持中国认证认可制度与国际接轨。通过积极参与双边国际交流与合作，全方位参与认证认可国际区域组织的活动引领着我国与国际接轨的合格评定制度的建立。在坚持对外开放的大背景下，我们要进一步理解和掌握合格评定活动的规律以及国际有关的规则，密切跟踪国际上关于碳排放核查等新兴认证制度，提早介入参与国际认证体系建设，保持中国认证认可制度与国际接轨。

第二，要加强交流合作，利用互信推动认证认可国际互认。通过国际双边交流和合作，增进了解，建立互信，从而最终实现认证认可结果的国际互认。目前，与我国的主要贸易伙伴，如欧盟、美国、日本、韩国、俄罗斯都建立了认证认可领域的固定合作机制，定期磋商，了解彼此政策措施的最新发展，答疑解惑，增加了解，提升信任，从而为两国在认证认可领域最终达成互认奠定了基础。2008年4月7日，《中华人民共和国政府与新西兰政府关于电子电器及其部件合格评定的合作协定》正式签署，该协定是我国首次我国认证认可领域首次与国外政府，特别是发达国家的政府达成的互认协定，也是我国与国外签署的自由贸易区协定中首次达成的在技术贸易性措施方面的成果。
