第一，要着力强化对认证从业机构的监管。认证、检测机构是认证市场的主体，是提供认证检测服务的源头。加强认证市场监管，必须以强化对认证从业机构监管为切入点，严格落实《认证机构管理办法》，强化认证机构内部管控和风险防范机制，组织认证机构负责人法律知识考试，严格落实认证机构法人实体、认证机构管理层、认证人员三级责任，完善责任考评和追究机制，全面规范认证机构及人员的从业行为。加强认证机构准入审批、年度审核和日常监督，建立认证机构分类管理模式，对体系运行不稳定、诚信记录存在瑕疵、高风险业务领域认证机构从严监管，严厉打击非法认证、虚假认证、超范围认证、超范围超标准收费、买证卖证行为。加强对认证咨询机构的监管，清理整顿各类认证咨询服务公司，加严认证咨询机构审批条件，建立认证咨询、审核、发证的倒查机制，明确认证机构与咨询机构的联带责任，严厉打击发布虚假夸大广告、出具虚假认证资料、认证咨询服务“一条龙”行为，加大处罚力度。加强对各种认证服务、代理机构的监管，严肃查处违规擅自从事境外认证项目代理、使用境外认证标志行为。
