  五、创新质量发展机制  发挥质量监管职能作用，对高污染、高耗能及资源浪费的行业和产品，严格市场准入，加快淘汰落后产能，促进结构优化升级。对涉及人身健康、财产安全的产品和重要敏感进出口商品，进一步严格质量准入条件，提高市场准入门槛。

工作要点：强化CCC产品准入退出机制

贯彻落实：强制性产品认证制度是我国政府为保护国家安全、防止欺诈行为、保护人体健康或安全、保护动植物生命或健康、保护环境，依照有关法律法规实施的一种对产品是否符合国家强制标准、技术法规的合格评定制度。制度实施以来，对提高产品质量和企业质量管理水平发挥了巨大的作用。截止目前，共发布各类产品认证实施规则78份，指定CCC认证机构10家，指定CCC认证检测实验室158家，累计发放有效CCC认证证书28万余张，持有有效证书的企业4万余家。

强化对CCC产品的准入退出机制需要从五个方面入手，具体为：

一、加强对CCC认证实施机构的监督管理。强制性产品认证的实施主体是指定认证机构，指定机构须严格依据实施规则的要求开展认证实施工作，严把发证关。只有把住了发证关，才能切实的发挥强制性产品认证的市场准入作用。加强对实施机构的监督管理，确保认证机构严格依据认证实施规则的要求开展认证活动，严把发证关，并通过加强证后监督工作来保证企业和产品持续符合强制性产品认证的相关要求。

三、加强强制性认证获证产品的监督抽查。进一步加强强制性产品认证获证产品的监督抽查工作，通过增加产品覆盖面、增加抽查批次等措施，提高监督抽查力度，及时发现问题，以确保获证产品的符合性，从而强化CCC认证产品的准入退出机制。
