国家质检总局开2011年度质量管理体系内部审核动员会

AQSIQ 2011 Annual quality management system internal audit will be mobilized

7月5日，国家质检总局召开总局机关2011年度质量管理体系内部审核动员会，正式启动今年内部审核工作。国家质检总局副局长杨刚在会上作动员讲话。

    杨刚指出，总局党组一直非常重视质量管理体系建设工作，对此次内部审核提出了明确的指导意见。支树平局长对总局在政府机关率先建立并运行质量管理体系提出了高要求，强调“把质量意识贯穿到学习研究、干事创业的各个方面，时时讲质量、处处讲质量、事事讲质量”。

    杨刚要求，总局机关质量管理体系工作要做好3个表率：

    一是要做质量管理的表率。总局党组已决定在质检系统推进质量管理体系建设和运行工作，作为首脑机关，总局全体干部职工务必使质量管理理念入脑入心，将其转变为自觉意识，转变为创先争优、争做表率的实际行动，做好质量管理的表率。

    三是要做持续改进的表率。各司局要将“策划-实施-检查-改进”的过程管理方法贯穿于总局机关质量管理体系运行中去，对内部审核中发现的问题，要认真分析原因，研究并采取必要的纠正和预防措施，对相关改进措施进行跟踪和验证，做好持续改进的表率。

    此次内部审核分司局自查、专项审核和专家审核3个阶段进行，主要目的是验证总局机关质量管理体系的符合性和有效性，评价总局机关依法行政、全面履行法定职责的能力。
