GB / T 50430-2007 quality management standard: 7 bidding and contract management

7.1  一般规定

7.1 general provisions

 7.1.1  施工企业应建立并实施工程项目投标及工程承包合同管理制度。

7.1.1 construction enterprise shall establish and implement the project bidding and project contract management system.

            7.1.2  施工企业应依法进行工程项目投标及签约活动，并对合同改造情况进行监控。

7.1.2 construction enterprise should according to the law of the project bidding and contracting activities, and the transformation of the contract to monitor the situation.

7.2  投标及签约

7.2.1        施工企业应在投标及签约前，明确工程项目的要求，包括：

1        发包方明示的要求；

2        发包方未明示、但应满足的要求；

2 the employer unspecified, but should meet the requirements;

3         与工程施工、验收和保修等有关的法律、法规和标准规范的要求；

4         其他要求。

7.2.2        施工企业应通过评审在确认具备满足工程项目要求的能力后，依法进行投标及签约，并保存评审、投标和签约的相关记录。

7.3  合同管理

7.3.1  施工企业应使相关部门及人员掌握合同的要求，并保存相关记录。

7.3.2  施工企业对施工过程中发生的变更，应以书面形式签认，并作为合同的组成部分。施工企业对合同变更信息的接收、确认和处理的职责、流程、方法应符合相关规定，与合同变更有关的文件应及时进行调整并实施。
