1. 目的

为识别慈溪经济开发区（杭州湾新区）管委会及其下属各单位在行政管理的活动及服务中能够控制的环境因素，以及相关方的环境因素，确定哪些是对环境具有重大影响的环境因素，并根据变化的情况及时更新环境因素，特制定本程序。
