    会议强调，整合检验检测认证机构是国务院机构改革和职能转变的一项重要任务，是做强做大检验检测认证行业的客观要求，是检验检测认证参与国际竞争的战略需要。会议指出，要认真落实国办（2014）8号文件精神，充分发挥市场在资源配置中的决定性作用，坚持政事分开、政企分开、管办分离，科学界定功能定位，从4个方面大力推进整合工作。一是大力推进部门内、系统内整合，要深入调查摸清家底，结合分类明确定位，多种方式推进整合，释放活力转企改制；二是大力推进跨部门、跨行业整合，打破部门所有格局，着力解决重复建设、重复检测等问题；三是大力推进跨地区、跨层级整合，打破地方分割，建立统一开放、竞争有序的检验检测认证市场体系；四是大力推进一批检验检测认证机构做强做大，区别情况、分类指导，着力提升一批、壮大一批、扶持一批，努力打造世界知名品牌。会议要求，各部门要加强领导，吃透文件，协同配套，大胆探索，真正把整合工作各项任务落实到位。
