2013年10月1日,ISO正式发布了我国上汽集团上海内燃机研究所提出并主导制定的首例内燃机国际标准—ISO15619：2013《往复式内燃机排气消声器测量方法声压法声功率级和插入损失及功率损失比》。
In October 1, 2013, ISO released China's SAIC Shanghai internal combustion engine research institute proposed and led the development of the first internal combustion engine international standard ISO15619:2013 "measurement method of internal combustion engine exhaust muffler reciprocating noise sound power level and the insertion loss and power loss ratio".
2009年9月24日该国际标准提案在上海举行的国际标准化组织/内燃机技术委员会（ISO/TC70）年会上提出，并确立为预工作项目(PWI)，随后通过了为期3个月的新工作项目提案（NP）投票，于2010年3月顺利立项。同时在ISO/TC70成立了空气噪声工作组（ISO/TC70/WG13），由我国上海内燃机研究所的袁卫平教授担任项目负责人，牵头负责该项目的国际标准制定工作。
The Technical Committee Organization / international standards in September 24, 2009 the international standard proposal held in Shanghai internal combustion engine (ISO/TC70) proposed annual meeting, and establish the work for pre project (PWI), followed by a new work item for a period of 3 months (NP) proposal to vote, in 2010 March successfully project. At the same time, ISO/TC70 established the air noise working group (ISO/TC70/WG13), by Professor Yuan Weiping of China Shanghai internal combustion engine research institute as a project leader, responsible for the project of the international standard setting work.
该国际标准的成功发布具有重要的经济效益和社会效益。内燃机作为车辆、船舶、工程和农用机械等的基本动力，在工业、农业和国防等国民经济各领域得到了越来越广泛得应用。但其噪声问题日益突出，排气噪声是内燃机主要噪声源之一，可以通过加装消声器降低排气噪声。排气噪声声功率级是消声器与内燃机匹配性的重要参数，一些发达国家（如DIN、SAE、JIS等）都有排气消声器的测量标准，却没有规定排气噪声声功率级的测量方法。因此，此标准为用户在实际测量过程中提供一种准确、便捷的消声器排气噪声声功率级测量方法，从而带来重大的经济效益。
The international standard of successful release has important economic benefit and social benefit. The internal combustion engine as the basic power vehicle, ship, engineering and agricultural machinery, in industry, agriculture and national defense and other fields of the national economy has been more and more widely application. But the noise problem has become increasingly prominent, the exhaust noise is one of the main noise source of internal combustion engine, can reduce the exhaust noise by installing muffler. The exhaust noise sound power level is an important parameter of silencer and engine matching, some developed countries (such as DIN, SAE, JIS etc.) have the measurement standard of exhaust muffler, but no measurement method of sound power levels of noise of exhaust gas regulations. Therefore, the standard for the user to provide an accurate, convenient method of sound power levels of noise muffler exhaust measurement in actual measurement process, which brings great economic benefits.
这是中国内燃机行业为主制定的第一项国际标准，对推动我国重点产业的国际标准化工作，提高国际竞争力有着重要的意义。
