从国家标准化管理委员会网站获悉,由中国建材检验认证集团股份有限公司提出草案并牵头制订的国际标准“ISO 17095:2013 精细陶瓷(高性能陶瓷,高技术陶瓷)-陶瓷材料高温界面粘结强度试验方法”( Fine ceramics (advanced ceramics, advanced technical ceramics) — Test method for interfacial bond strength of ceramic materials at elevated temperatures),日前由国际标准化组织(ISO)正式发布。

    据介绍,该国际标准适用于航空航天材料、特种工业材料、无机非金属建材制造、建筑工程等研究和应用领域。该国际标准是继国际标准“ISO 13124: 2011精细陶瓷(高性能陶瓷,高技术陶瓷)—陶瓷材料界面粘结强度测试方法”发布后,我国提出并主导制订的第二项国际标准。并且,ISO 13124和ISO 17095均由CTC首席科学家包亦望教授带领的团队完成,是我国建材行业内具有自主知识产权的技术转化而成的国际标准。

    据了解,国际标准的制定过程大致分为6个阶段,即提案阶段、准备阶段、技术委员会阶段、询问阶段、批准阶段和出版阶段。提案阶段,即确定新工作项目阶段。新工作项目提案由任何成员国、技术委员会或分技术委员会或工作组提出。将此项提案分发给所属技术革新委员会或分委员会的全体成员。如果多数赞成或是至少有5个成员团体愿意参加此项工作,该提案方可列入工作计划,并由执行委员会办公室注册。准备阶段,即工作组起草工作草案阶段。工作草案由技术委员会或分委员会(TC/SC)秘书处或工作组召集人发给所属成员的为以后呈报委员会草案做准备的原始文件,经过讨论通过后,即转入第三阶段。技术委员会阶段,即TC或SC讨论阶段。委员会草案中央秘书处登记,并提交技术委员会或分技术委员会成员讨论的有关国际标准的建议。将此文件发至所属技术委员会或分技术委员会的所有成员,征求意见,如果2/3的成员团体投赞成票即可上升为国际标准草案。询问阶段,即询问草案须由ISO中央秘书处在4个星期内发到所有的国家团体进行为期5个月的投票。如果2/3的TC/SC成员投赞成票,反对票不超过投票总数的1/4,则草案通过,由中央秘书处登记作为最终国际标准草案发送文本后,本阶段即告结束。批准阶段,即ISO中央秘书处将最终国际标准草案发送给所有成员国,进行为期两个月的投票。如果2/3的TC/SC成员投赞成票;反对票不超过投票总数的1/4,则最终草案通过。如草案没有通过,须将文件退回有关的TC/SC,根据反对票提出的技术理由重新考虑。一旦最终国际标准草案被批准,中央秘书处须在两个月内更正TC/SC秘书处指出的任何错误,并印刷和分发国际标准。
