科学质量观越来越受到重视。党的十八大报告提出，要深入贯彻落实科学发展观，坚持科学发展，把推动发展的立足点转到提高质量和效益上来。中央经济工作会议提出，要以提高经济增长质量和效益为中心，继续把握好稳中求进的工作总基调。我国是制造业大国，取得的发展成就是以高投入、高消耗、高污染、低效益为代价的，只有深入贯彻落实科学发展观，用科学发展观指导下的质量观，服务经济机构战略性调整，才能有效破解发展中面临的环境污染、资源消耗、民生改善、稳定增长等问题，实现更高水平的发展。

科学质量观提出了新要求，还有许多需要我们思考、改进、完善的地方。比如，目前各地质量总体水平明显提升，但持续提升任务艰巨。这需要我们深入研究质量与经济转型、结构调整、品牌意识、企业责任的关系，探索质量发展规律。社会质量意识明显增强，但群众参与的热情还不够。推动建设质量强市，需要我们充分调动人民群众的积极性、主动性和创造性，大力开展质量改进、质量攻关、质量比对、质量风险分析、质量管理小组等群众性质量活动，让全社会都关心、重视、监督、解决质量。
