2009年9月，ISO技术管理局南非会议决定建立ISO/TC249中医药技术委员会，并将秘书处设在中国，这是历史上首个由中国提案并由中国作为秘书处承担机构的技术委员会。

作为ISO/TC 249这个特设委员会的奠基人，李振吉对中医药标准国际化的重要意义有着深刻认识，“它的成立，标志着中医药国际标准化的所有渠道都已经打通。”这些渠道包括ISO、WHO和世界中医药学会联合会、世界针灸学会联合会等中医药国际组织。
As the founder of ISO/TC 249 of the ad hoc committee, Li Zhenji significance of standard of traditional Chinese medicine internationalization has a profound understanding of, "it was established, marking all the channels of standardization of Chinese medicine have been through." These include ISO, WHO and the World Federation of Chinese Medicine Societies, the World Federation of acupuncture and Chinese Medicine International organization.
“标准化是中医药发展的重要手段，其意义可概括为六大方面。”李振吉说，一是能够促进中医药继承创新，是提高学术水平的重要途径和方式；二是可使中医药成果转化为现实生产力，可以最大限度地扩大中医药成果的推广和应用，成为中医药技术积累与技术传播的平台；三是有利于提高中医药服务和产品的质量与安全；四是有利于保持发挥中医药特色优势，通过运用现代标准化的技术和方法，将中医药理论成果和诊疗方法系统、完整地保存下来，并充分发挥；五是有利于推进中医药现代化，运用现代科学理论和技术手段，制定科学评价方法和标准，能更好地适应时代需要；六是有利于促进中医药国际化，使中医药服务、技术和产品走向世界，需要符合国际惯例，需要有标准作为支撑。

他表示，中医药国际标准的制订和实施，将为各国中医药活动建立最佳秩序、形成共同语言和促进相互了解提供依据。
