固体废物进口有新规 
Solid waste import rules
　　近日，环保部、商务部、国家发改委、海关总署、国家质检总局联合发布《固体废物进口管理办法》，以规范我国固体废物进口管理工作，防止境外废物非法进境。　
Recently, the Ministry of environmental protection, the Ministry of Commerce, the national development and Reform Commission, the General Administration of customs, AQSIQ jointly issued" solid waste import management approach", in order to standardize the administration of import of solid waste in China, to prevent the illegal entry of foreign waste.
　　据介绍，《固体废物进口管理办法》从进口固体废物国外供货、装运前检验、国内收货、口岸检验、海关监管、进口许可、利用企业监管等环节均提出了具体要求，进一步完善了进口固体废物全过程监管体系，并明确规定九项禁止：
According to the introduction," solid waste import management measures" from the import of solid waste foreign suppliers, preshipment inspection, domestic receipt, inspection, customs, import licensing, using enterprise supervision and so on are put forward specific requirements, and further improve the import of solid waste the whole process supervision system, and clearly defined nine banned:

1. 禁止中华人民共和国境外的固体废物进境倾倒、堆放、处置；
2. Prohibited outside the people's Republic of China solid waste dumping, storage, disposal of entry;
3. 禁止经中华人民共和国过境转移危险废物；
4. Prohibited by the people's Republic of China transit transfer of hazardous wastes;
5. 禁止进口危险废物；
6. Ban on the import of hazardous waste;
7. 禁止以热能回收为目的进口固体废物；
8. To prohibit the import of solid waste heat recovery for the purpose;
9. 禁止进口不能用作原料或者不能以无害化方式利用的固体废物；
10. Import ban cannot be used as raw material or can't be utilized through harmless treatment of solid wastes;
11. 禁止进口境内产生量或者堆存量大且尚未得到充分利用的固体废物；
12. Banned the import of domestic production or pile of stock and has not yet been fully utilization of solid waste;
13. 禁止进口尚无适用国家环境保护控制标准或者相关技术规范等强制性要求的固体废物；
14. There is no applicable countries banned the import of environmental protection control standard or relevant technical standards mandatory requirements of solid waste;
15. 禁止固体废物转口贸易；
16. No solid waste entrepot trade;
17. 禁止以凭指示交货方式承运固体废物入境。
18. Prohibited by instructions to delivery carrier solid waste entry.
