1 ．注重改善组织质 量管理体系中的薄弱环节，进一步提高质量管理体系的有效性

　　相对于2000 版ISO9001标准，新版标准的技 术内容并没有实质性的变化，只是更加明确地表述2000版ISO9001 标准的内容。所谓不明确的部分，也就是许多组织在实施ISO9001 标准过程中容易忽视的共性问题，并应在这些方面进一步加强，如关注与产品要求有关的法律法规要求；加强对外包过程的控制；对 人员能力的要求，不仅仅局限于招聘、培训措施及其有效性，而是强调从事影响产品符合要求的人员应是能够胜任的；在顾客满意程 度的测量方面，应采取一些科学有效的方法，从诸如顾客满意调查、顾客对交付产品质量的数据、用户意见调查、业务损失分析、保 证承诺、经销商报告之类的来源获得输入，了解顾客对组织是否满足其要求的感受的真实信息。通过改善这些薄弱环节，来进一步提 高组织质量管理体系的有效性。

　　根据ISO调查，截至2006 年底，在世界上140个国家中颁发了129199 份ISO14001:2004 环境管理体系认证证书 ，中国颁发了18842 张证书，占总量的14.6 ％，居世界第二位。而新版 ISO 9001 的另一个目的就是加强与ISO14001:2004 的兼容性 。目前，负责制定质量管理体系标准的ISO/TC 176 和负责制定环境管理体系标准的 ISO/TC 207 以及负责制定其他管理体系标准的TC 正在起草共同愿景 (joint vision) ，希望提高ISO管理体系标准的兼容性，增强使用者的价值，并提出了“组织概要 (Context of the organization) 、领导、支持、运作、绩效评价、改进”的高层结构。因此，建议已经通过质量管理体系认证和环境管 理体系认证的组织借此契机，建立一体化的质量、环境管理体系。
